Job Title: Public Policy & Incentives Analyst

Location: Based in St. Petersburg, FL, with consideration for remote candidates located in the Washington, DC area.


The Public Policy & Incentives Analyst supports Jabil’s global public policy, government affairs, and economic development incentives activities. The role is responsible for monitoring and analyzing legislative, regulatory, trade, geopolitical, and economic development issues that may impact Jabil’s businesses, operations, customers, and global manufacturing footprint, while also supporting the administration and compliance of Jabil’s global portfolio of economic development incentives.


The Analyst will conduct policy research, prepare executive briefings and issue summaries, track government actions and regulatory developments, and support engagement with government agencies, industry associations, consultants, and other external stakeholders.

The role will also maintain accurate records of incentive commitments, monitor reporting deadlines and performance milestones, prepare reimbursement and compliance submissions, and support internal and external audits.


The Analyst will work across Finance, Tax, Human Resources, Operations, Legal, Government Affairs, business units, and site leadership. This position requires strong analytical and writing skills, attention to detail, sound judgment, intellectual curiosity, and the ability to manage multiple priorities across jurisdictions and subject areas.


What can you expect to do?


  • Monitor and analyze legislative, regulatory, trade, geopolitical, economic, and industrial policy developments affecting Jabil, its customers, manufacturing operations, supply chains, market access, and investments.
  • Research emerging policy and regulatory issues and translate complex developments into concise executive updates, briefing materials, presentations, and actionable business analysis.
  • Track legislation, regulations, executive actions, tariffs, trade restrictions, procurement requirements, government programs, and other U.S. and international policy developments relevant to Jabil.
  • Support Government Affairs engagement with government officials, industry associations, economic development organizations, and other stakeholders through research, talking points, briefing materials, stakeholder mapping, and follow-up.
  • Maintain Jabil’s centralized economic development incentives portfolio, including compliance requirements, reporting deadlines, contractual milestones, job and wage commitments, capital investment, training obligations, and reimbursement schedules.
  • Coordinate with Finance, HR, Payroll, Operations, Tax, Legal, and site teams to collect, validate, and reconcile data required for incentive reporting, certifications, reimbursement requests, audits, and government inquiries.
  • Identify and escalate policy, regulatory, geopolitical, and incentive compliance risks, including upcoming deadlines, performance gaps, missing information, and changes that may affect Jabil’s obligations or business strategy.
  • Support new incentive opportunities, site expansions, project changes, and investment decisions through research, due diligence, financial and operational analysis, and government program evaluation.
  • Develop and maintain standardized trackers, reports, templates, procedures, and audit-ready records for Public Policy, Government Affairs, and Incentives activities.
  • Organize complex policy, financial, employment, operational, and government information into clear, fact-based recommendations for management and business leaders.

What is the experience needed to be successful in this role?


  • Bachelor’s degree in Public Policy, Political Science, Government, Economics, International Relations, Business, Finance, Public Administration, or a related field.
  • 2+ years of experience in public policy, government affairs, economic development, incentives administration, compliance, research, finance, consulting, or a related analytical role.
  • Experience researching and analyzing legislative, regulatory, trade, economic, or geopolitical developments and translating findings into business-focused recommendations.
  • Strong written communication skills with experience preparing executive briefings, reports, presentations, or policy summaries.
  • Experience collecting, validating, analyzing, and reporting data across multiple stakeholders and functions.
  • Demonstrated ability to manage multiple projects, deadlines, and priorities in a fast-paced environment.
  • Familiarity with economic development incentives, tax credits, grants, government programs, trade policy, tariffs, regulatory compliance, or public sector engagement is preferred.
