JOB SUMMARY

Coordinate and manage Facilities Engineering Works (FEW) to include but not limited to building works and facilities maintenance and management, design and construction of building, mechanical and electrical services, project management and facilities improvement, etc. related to building /engineering works. supporting all sites in region.


Regional Facilities Engineer (RFE) will support RFM with management new construction for Greenfield Projects, renovations, lease acquisitions and provide professional advice and guidance, to help and resolve enquiries from the Sites.

RFE will work with each site FM representative to manage, monitor and ensure that FEW, facilities related items and EHS matters such as machines and equipment, fire systems, lifts, boilers, hot works….etc. comply with relevant government’s laws, rules, regulations and safety standards.

Provide sites with professional guidance on all FEW matters including project development, design and build, building fit-out, manpower, scheduling, budget, quality and EHS matters and forecast operational improvements. Responsible for providing positive site support & guidance with various FM initiatives, Energy Management , Physical Security Management practices and Factory mutual Global improvements.

Assess, audit, evaluate, develop and implement works required to improve site practices and procedures accordingly to deliver efficiencies improvement, and cost saving.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Work on facilities related work following work instructions given by Regional Facilities Manager.
  • Liaise with RFM to support and manage new construction and renovation projects from project development through completion to include all engineering activities such as planning, design and build, manpower, scheduling, budget, quality and Environmental, Health, and Safety (EHS) matters, etc.
  • Assist the Regional Facilities Manager in planning, organizing, and leading Facilities Engineering Teams within the assigned region, work on assigned projects pertaining to various improvement aspects from current situations and development of new projects to improve efficiencies of the machines and equipment facilities as well as the plant operations and reduce energy consumption.
  • Assist the Regional Facilities Manager in handling departmental routine works, communicating with others inside and outside of the company. Coordinate and manage facilities related engineering / project works.
  • Assist the RFM in driving and follow-up on various task force assigned to respective Region for achieving the Regional and Corporate Company’s goals, objectives and targets. Provide supports and helps to Site Facilities Managers and Project Teams on the pursuit for accomplishments of MBOs.
  • Provide the assigned Jabil Sites professional consultation and guidance as it relates to inquiries and problem resolution.
  • Assess, audit, evaluate, develop and implement works required for efficiencies improvement, energies consumption reduction and cost saving.
  • Internal auditing support (Facilities /Energy/FM Global/Security Management practices)
  • Ensure all sites manage, monitor and confirm that all facilities related items and EHS matters such as machines and equipment(including physical security equipment) , fire systems, lifts, boilers, hot works, etc. where applicable in the Sites and workplaces comply with relevant government’s laws, rules, regulations and safety standards.
  • Work with RFM to ensure sites properly manage their projects including new building, existing building renovation and improvements, production line setup, etc.
  • Work with each site Facilities representatives to professionally manage contractors, vendors and suppliers to include but not limited to sourcing, vendor selection, controls on schedule, cost, quality and EHS matters.
  • FM regulatory watchdog
  • Comply and follow all procedures within the company security policy.
  • Identify FM training / development needs for site Facilities representatives and support training delivery.
  • May perform other duties and responsibilities as assigned by RFM to support business /operation management requirements

    JOB QUALIFICATIONS
    KNOWLEDGE REQUIREMENTS

  • Prior experience and knowledge of building and facilities to include familiarity with building works and E&M facilities, management and maintenance works such as Power Systems, Fire Systems, Pump Systems, Air Conditioning, Diesel Generator, Lift, Security systems, Water Supply Systems and Drainage Systems, etc.
  • Prior experience and knowledge of Production facilities to include familiarity with facilities and utilities, management and maintenance works such as DI, N2, Air Compressor, Vacuum Pump, Clean Room, SMT equipment, IR Reflow, Wave Soldering, Production Lines Setup, Process Control and Maintenance, etc.
  • Operating with a high level of integrity, enthusiasm to achieve excellence.
  • Drive a mindset of innovation and continuous improvement throughout the FM function including areas of improving efficiency and cost
  • Technical :Expert knowledge of FM and energy management practices
  • Professional Certificates awareness standards : ISO-9000, ISO-14000, ISO-18000, EHS Officer and Fire Safety preferred.
  • Knowledge of relevant safety codes, laws, rules and regulations requirements for large electronics manufacturing facilities required
  • Knowledge in FM Global safety requirements and Laws, Rules & Regulations of local region, Demonstrate good Factory Mutual Global experience
  • Be able to work independent, work under pressure and willing to travel to other Countries and Cities.
  • Work office is station per the instruction given by Regional Facilities Manager when there is no travel to other sites.
  • Good oral and written communication skills, to include a good command of the English language
  • Good analysis and problem solving skills
  • Proficiency in use of personal computers, Microsoft Office products (Excel, Word and Powerpoint) and e-mail skills required.


    EDUCATION & EXPERIENCE REQUIREMENTS

  • Bachelor's Degree required preferably in Facilities /Engineering Management or related field
  • Bachelor’s Degree in Engineering with concentration in Electrical / Electronics / Electric power System / Mechanical / Automation / Building / Facilities or building and facilities related engineering. years work-related experience required, preferably in a large electronics-manufacturing / SMT production
  • Minimum five (5) years of work experience in Facilities Engineering Works including plant facilities, building construction works and project management.
  • Or an equivalent combination of education, training (including technical apprenticeship) or experience.
